Texas unveils its reinforcements for U.S. Immigration and Customs Enforcement, as the fatal shooting of 23-year-old Ruben Ray Martinez resurfaces, and six detainees have been found dead in ICE facilities. With over 11 months since Martinez’s tragic death, his case discloses new information on ICE agents involved. The East Montana facility in El Paso, Texas, was found to have violently abused detainees to the point of death. Texas lacks transparency for its constituents through poor media coverage on ICE activity and insufficient accountability for brutal deaths under ICE, inflicting a systematic failure across Texas.
Martinez was shot and killed in South Padre Island after failing to exit his vehicle when ordered to by an unnamed ICE officer. When local media first covered the case, the involvement of federal immigration officers was still unknown; however, the Department of Homeland Security recently disclosed that this atrocity occurred when Martinez “intentionally” ran over an agent.
“What they’re telling the public is different from what they’re doing behind closed doors,” American Oversight’s Director Chioma Chukwu said.
The facts are clearly not being laid out precisely, and if cases like Martinez’s were presented promptly, missing pieces would be an issue for the DHS.
Additionly, the deaths of 55-year-old Geraldo Lunas Campos, 36-year-old Victor Manuel Ruiz and 42-year-old Luis Gustavo Nunez Caceres occurred in Texas detention centers. All three victims were found unresponsive under ICE’s supervision after being physically restrained by law enforcement while in medical distress. ICE has also been responsible for the deaths of Luis Beltran Yanez Cruz, Parady La and Heber Sanchez Dominguez. None of these deaths have reasonable explanations, as President Donald Trump’s mass deportation has captured a fraction of the number of criminals and an egregiously-high number of immigrants with no criminal record.
Politicians like Rep. Veronica Escobar and several other Democrats aim to dismantle ICE facilities. Since the deaths in Camp East Montana, Escobar has called for the shutdown of the center “for the safety of everyone in the facility.” Unfortunately, Republicans continue to ignite fear among civilians by complying with broad partnerships between federal entities, excusing unlawful use of force and introducing bills amid sweeping arrests and deportation blitzes. Texas has systematically failed its constituents by putting Trump and Republicans in charge of the safety of civilians under custody.
Texans should not have to beg for safety or humane treatment. It is human decency that ICE facilitators fail to comprehend. The absence of media attention Martinez received and the impunity detainees face to the point of death, demonstrates the lack of importance Trump’s and Texas’ legislature give to their constituents top priorities.
